SEVERINO M. PLAMENCO was born in Pulilan, Bulacan on January 7, 1909. He was the eldest of three children of Francisco Plamenco of Pulilan and Dionisia Martin of Malolos.
 
Tatay finished his secondary education from Bulacan High School as valedictorian of class 1921. He enrolled in the University of the Philippines for his college education and in 1926, he graduated from UP with a degree in Civil Engineering.
 
Right after college, he joined the government service. Before the war, he was assigned as Project Engineer in Sevilla, Bohol. It was here that he met Cecilia, daughter of the then Sevilla, Bohol Mayor, Paciano Cabagnot and Marcela Jambo.
 
Their union was blessed with five children, Fe, Oscar, Jose Avelino, Ma. Raidis, and Ma. Luisa. Oscar, unfortunately, died when still a child.
 
After the war, Tatay continued to work for the government occupying different positions in the Department of Public Works and Highways. He retired from government service in 1969.
 
Tatay and Nanay moved to the US in 1972 to join the family of Fe. It was in Hawaii, on April 17, 1987 where he died after a lingering illness.
 
Tatay was an example of a perfect husband. He and Nanay were inseparable. They shared the same interests: cooking, sewing, caring for the children, the same pastimes, and etc.
 
He was a loving father. When Fe graduated from high school, he gave up the chance to be promoted to higher field positions and instead asked to be transferred to desk jobs in the Manila office of the Department just so the family would be together.

He was later on assigned to the Head Office of the Department in Manila. His last assignment was as technical assistant to the Chairman of the Senate's Public Works Committee, also here in Manila. 

Public Servant

Tatay spent all his working years with the government. He moved from province to province as field engineer for the Department of Public Works and Highways.
 

CECILIA CABAGNOT PLAMENCO was born in Sevilla, Bohol, Philippines on February 1, 1910. She was the second of twelve children born to the late Paciano Cabagnot and Marcela Jambo.

Nanay Celing, as she was fondly called, finished her Bachelor of Science Degree in Education with a major in Home Economics from the National Teachers College in 1935.

She met and married Severino Martin Plamenco, an engineer, who hailed from Pulilan, Bulacan, Philippines. Nanay was a doting mother to all her children and to her grandchildren, namely: Carla, Efren Jr., Joel, Joey, Jenjen, RJ, Naomi, Mabee, and Kaye. 

Nanay moved  to Hawaii in 1972 to join the family of her eldest daughter Fe. She was a member of the FILIPINO CULTURAL CLUB of HONOLULU. Nanay made many friends and she was known for her great cooking skills. Her last few years were spent in Hale Nani Rehabilitation and Nursing Center where she made many more new friends.
